libstdc++: Add -D_GLIBCXX_ASSERTIONS default for -O0 to API history
libstdc++-v3/ChangeLog:
* doc/xml/manual/evolution.xml: Document that assertions are
enabled for unoptimized builds.
* doc/html/*: Regenerate.
