[Bug other/19095] New: testsuite/gcc.dg/vect/vect.exp is not precise enough

- For x86* it should not just set -sse2, but look for mmx/3dNow!/sse1 also 
- For all targets, when the instruction set is not available, we should 
  still compile with the instruction set, just not run.  See the powerpc 
  and alpha for examples of what it *should* look like.
