[Bug target/18863] New: ICE in find_reloads

Trying to compile a simple program results in:

zlib.i: In function 'huft_build':
zlib.i:26: internal compiler error: in find_reloads, at reload.c:3911

Here is the test program (reduced from some code in the zlib compression
library):
