I see that iconv.h include in charmaps.h, charmaps.cc, and symbols.cc; I also
see that calls libiconv_* in cobol without any HAVE_ICONV or clear requirements
from configure nor in https://gcc.gnu.org/install/prerequisites.html

Is it missed hard dependency like libxml?
