No this is not related to PR 17949 at all.

The behavior changed between 2004-01-18 and 2004-01-23.

Which means most likely this:

        * config/i386/i386.md (*movhi_1, *movqi_1): When optimizing for
        size, don't use the larger zero-extending loads.

Roger this patch can cause bad code if done on a page boundary and the next 
page is protected.
