fiats, https://github.com/BerkeleyLab/fiats, makes heavy use of PDTs and so has
proven to be very helpful in shaking down gfortran and other compilers.
In the course of getting gfortran to build fiats, a number of bugs have been
fixed but the submission of patches has fallen by the wayside. This PR attempts
to capture progress so far and to help order the submission process.
