I can't remember where this was mentioned on the list but Richi mentioned that
we should set PROP_last_full_fold earlier for -Og. I even was looking into it
before Richi mentioned it but never got around to figuring it fully out.
My thinking is setting it after inlining. The only issue is
__builtin_constant_p handling but maybe that is ok.
