I keep on force forgetting this issue, then come back to it a year later to see
if anything new has occurred to me when reading it again.

Possibly this can be unblocked by restricting the current behaviour to
extern(C)  declarations only. With the hope that no extern(D)/extern(C++)
declarations in templates will ever be "fudged" with regular symbols overriding
them.
