Recent %</%>ification of error messages and warnings causes really many
tests die, because they expect ' as opening and closing quote, while in
UTF-8 locale they are different.
Shouldn't gcc/testsuite/lib/*.exp set LC_ALL=C in the environment?
I think it is bad to force users to use LC_ALL=C make check always.
