There is curently no documented way of updating the *.opt.url files.
a) It requires Texinfo 6.8 or higher, this should be mentioned in
https://gcc.gnu.org/install/prerequisites.html , according to
https://gcc.gnu.org/pipermail/gcc/2025-September/246675.html
b) The method itself is only documented in the mailing list, for
example in https://gcc.gnu.org/pipermail/fortran/2024-September/061030.html .
