soooo.  Do we want to port this change back to gcc 14?  I asn't going to
because there is no way for the pass to be invoked.. no flag can be specified
to turn it on, it would require a code change to invoke it.

That said, its pretty easy to port back if you want.

We should either do that, or close it as wont fix.
