Thank you for bringing this to our attention.
IIUC this PR is a request to implement BASED-STORAGE as defined by Fujitsu. I
marked it lower priority under "enhancement".
We chose the ISO standard because it is impossible with our limited resources
to chase down every syntax of every COBOL compiler. If presented with an
existing code base that uses a Fujitsu compiler, we could evaluate what would
be needed to meet that particular, concrete need, and could then decide whether
or not it's feasible to undertake.
