There have been already proposals before on overlays years ago. That is how most embedded folks do it except for the Linux kernel. Also if the overhead of not inling is too high , then it is a problem in separation of apis inside the program rather than anything else. You need to a design for overlays rather than plugging them in after the fact which is what happened to the linux kernel.
