this seems odd, ICU is a system component - so presumably the version released
on Apple's Open Source repo should be buildable by the system.  What version of
ICU are you trying to build (and where from)?

It would be nice to try and find some recipe that works to resolve the myriad
of interacting defines - such that we can release a darwin toolchain that has
the right C support for the intended C++ std revision. (bot that's not for this
bug).
