This is a texinfo bug that has been fixed.

Please leave the anchors where they are, they are correct and external links
rely on them.

There was a proposal to recommend a newet version of texinfo that has this
warning fixed, and to mention on the gcc page that old versions of texinfo may
throw wrong warnings for correct texi files.
