So yes, making the solution either only grow or only shrink sounds like a correct fix for this (of course making the thing even slower). It might be that this was intended to happen by the way the thing is written of course and it just not working out. In this case the "fix" would be a workaround for the real bug. Not converging is a P1 definitely.
