An improved version of the metadirective patches is now on mainline, but I have
not yet checked whether all the specific failures noted by Tobias in the older
OG13 version have been addressed, so leaving this open for now. (A) is
definitely fixed and (C) is no longer relevant since the implementation no
longer relies on libgomp to handle the target_device selector.
