Can you please elaborate?
There are scripts in contrib/gcc-changelog/ yes, common to ChangeLog generation
and server-side pre-commit hook, but I can't see that this empty-entry wart is
specific to entries for the testsuite.

Perhaps the contrib/mklog.py script can be improved too, so it emits e.g.
"PLACEHOLDER." instead of leaving the entry empty; more eye-catching.

Did you use that script or did you write the entry in the example commit
"manually"?
