I overhauled the Power machine-specific constraints documentation in
e01975f97cbb.
The output modifiers should not be documented like on x86. The way we do
it is superior imo: you can find it, and it is in a logical place (together
with the machine constraints to which they apply).
For constraints and output modifiers we do not currently document (but that
we *should* -- most are internal only!) please open new PRs.
