But it uses

#ifndef IN_GCOV_TOOL
/* About the target.  */
/* This path will be used by libgcov runtime.  */

#include "tconfig.h"
#include "auto-target.h"
#include "tsystem.h"

so that's configure results for the target.  Can you attach config.log?
