If you have an absolute URL like href="https://gcc.gnu.org/onlinedocs/gcc-10.2.0/libstdc++/manual/manual/../../api/namespaces.html" then I don't see any advantage to your suggestion, since it still needs the "gcc-10.2.0" version in the URL, which requires modifying the docs for each release as I said (or fixing them up in the maintainer-scripts/generate_libstdcxx_web_docs script).
