I'm pretty sure the file to edit would be gcc/doc/extend.texi; it's written in
texinfo, so standard texinfo URL syntax would probably be the way to go. There
are already some other URLs in the file, so you can just grep for "https://";
and then copy the markup around them to add your own links.
