Julian, I'm aware you're largely changing this code in your "OpenACC reference
count overhaul" patch,

So, this PR appears to be relevant for the latter; please verify that the issue
truly gets fixed, and the presumedly buggy code not just moved elsewhere, etc.
(Or, of course, first do a separate commit to fix this PR's bug, if that makes
sense.)
