OK, so I am going to backport r270902 and r270940 to fix the introduced quadraticness and make limiting effective to the GCC 9 branch but not further since it may uncover other issues through code-gen changes caused by r270902 and the issue wasn't noticed until now. I'm considering the other two revs as well but only after some additional soaking time.
