The wrong cpuid reporting sure. What I meant was that there are still CPUs that claim to be Haswell or Skylake, yet they don't support the ISAs GCC includes under the corresponding -march= option. Looking in detail on the Skylake based Pentium or Celeron, they don't even have AVX, so clearly users just must not consider them anything more than a mere westmere or something similar.
