Yes, the toolchain is sysrooted at /usr/powerpc-g2.20-linux-gnu/
(toolchain built with Gentoo's crossdev tool)

There is no libstdc++ in sysroot, it is located in
/usr/lib/gcc/powerpc-softfloat_4.9.3-linux-gnu/4.9.3/
