I don't think that the message itself is a problem: if the user doesn't have some prerequisite, he will probably get the latest version. The fault comes from the vendors or old links to obsolete versions on the web. The main issue here is that ftp://gcc.gnu.org/pub/gcc/infrastructure/ contains obsolete versions, and this is not common practice to do so.
