Such a bug report would be a request for libcpp to work around known buggy bootstrap compilers, which is completely separate from the present report about the actual bug in those compilers. (Or test and send to gcc-patches a patch with the change you suggest; a one-line fix like that doesn't need a copyright assignment.)
