If you want to use RUNTESTFLAGS when testing libgo, also use USE_DEJAGNU=yes. 

That is:

    make USE_DEJAGNU=yes RUNTESTFLAGS="--target_board='unix{-mx32}'"



(But I have not tried this myself).
