Bob's point is that for 1.0, the following rule (10.7.5.2.2) applies:
"Magnitude of Internal Value" is 1.0 and thus the "Equivalent Conversion" is
F2.5,4(' '). Thus, one has "**" for F followed by 4 spaces.
