I downloaded the 3/25 snapshot from one of the mirrors and I'm not getting the "texi" error any more. It appears there is something amiss with the Debian packaging. However, now I get the "cannot compute suffix of object files" error. Hopefully that will go away by use of your advogato recommendation. Sigh. Why is this so convoluted?
