same issue as PR 48179 - the @menu around line 9954 of invoke.texi lists the
sections in a different order to the actual @section
* H8/300 Options::
* HPPA Options::
* i386 and x86-64 Options::
* i386 and x86-64 Windows Options::
* IA-64 Options::
* IA-64/VMS Options::
the navigation links in the HTML docs use that @menu but the sections are
numbered consecutively as each @section is seen
a comment above the @menu says
@c This list is ordered alphanumerically by subsection name.
@c It should be the same order and spelling as these options are listed
@c in Machine Dependent Options
which implies the menu is correct and the sections should be re-ordered
