Jon, do you have an opinion about this? I don't think that non-normative note
must be read as requiring packing (with all its pro and cons): I read it just
as saying something about C++ abstraction penalties, not about requiring the
use of a packed attribute, which, has exactly the same meaning in C++ and C
and, from the ISO point of view, does *not* exist in C anyway.
