libiberty doesn't use $(toplevel_builddir)/gcc/site.exp, so there is no direct connection, but libiberty/Makefile.in also has CC = @CC@, where $(CC) is not the same as @CC@ if the former is overridden by the toplevel Makefile. -- http://gcc.gnu.org/bugzilla/show_bug.cgi?id=42843
