[Bug testsuite/44654] New: check-fortran / gfortran.dg/dg.exp ignores test specification in RUNTESTFLAGS

When I do:

make check-fortran RUNTESTFLAGS='gfortran.dg/dg.exp=data_invalid.f90'

the entire gfortran.dg/dg.exp testsuite is run.
