GNU seems to be limited by political organization called United Nations because
ISO only adds countries members of UN.
GNU does not have the freedom to add locale support for non-UN countries.

Kosovo is one such case. FLOSSK.org is having hard time adding locale support
to free/libre software solutions in use in Kosovo.

Kosovo is a country recognised by 65 countries, including US, and it is not a
member of United Nation.

For now Kosovo is using 'KV' as a two letter country code and its first
official language is Albanian.

Please add locale support for Kosovo 'KV', and for Kosovo Albanian language
sq_KV.
