The patch looks OK since cgraph_decide_is_function_needed handles flag_keep_inline_functions. I'm not sure why doing this here would be a problem, however; mark_needed ends up calling cgraph_mark_needed_node, which really ought to be a reasonable way to indicate that a function is needed...
