[Bug target/43446] New: libiberty for target failing to build with error: Link tests are not allowed after GCC_NO_EXECUTABLES

build fails in configure-target-libiberty with:

checking for library containing strerror... configure: error: Link tests are
not allowed after GCC_NO_EXECUTABLES.

Anyway, Probably libiberty should not be built anyway for this target. The same
goes for libssp (can be disabled) and zlib.
