The autotools upgrade (specifically, the move to Autoconf >= 2.60) changed
installation directory variable defaults. This patch

would do that, but it is not correct as of now, because of the issues
mentioned in PR 43132 and in
<http://gcc.gnu.org/ml/gcc-patches/2009-10/msg00696.html>.
