[Bug fortran/42434] New: Documentation should provide advise about clock resolutions

The gfortran documentation should advise the user about the clock resolutions
she/he might expect when calling the various clock intrinsics DATE_AND_TIME,
SYSTEM_CLOCK, and CPU_TIME.
