No one is routinely testing 64-bit Windows GCC. Bootstrap fails by standard settings, the drivers are quite broken in several ways. Further, I AM one of the developers for extending GCC 64-bit functionality, but I don't work with GCC itself, thus the bug report. I would think you didn't see my first comment, but you added "64-bit". If you are saying that I must figure out this problem, by some standard procedure you imply, then what is the purpose of this forum again?
