[Bug target/40636] New: Build failed with --enable-build-with-cxx (mingw32 target)

GCC 4.5.0 20090702

Build failed because the static const structures in config/i386/msformat-c.c
(mingw_format_attribute_overrides and mingw_format_attributes) were optimized
out.
Also solaris target can be affected (solaris_format_types).
