Paolo, any comment on the CPPFLAGS problem from comment 17? I want the top
level CPPFLAGS passed down, because that's how users can add additional -I
arguments. But it seems typical to do CPPFLAGS = foo @CPPFLAGS@ in
subdirectories, or put foo in @CPPFLAGS@ in the subdirectory configure script,
which loses foo now.
