In the FE usually no predicate is used, you just call fold_convert and it will
return the second argument if the types match, otherwise add NOP_EXPR or
whatever
is appropriate around it.
The question is just whether build_target_expr is the right spot to insert
the fold_convert, or whether it shouldn't be done in its callers.
