Looks like this was caused by:
http://gcc.gnu.org/ml/libstdc++/2007-02/msg00188.html
Specifically this part:
        * include/std/iosfwd: Do not include <cctype> here...
        * include/bits/locale_facets.h: ... do it here, when needed.
