[Bug c/29955] New: ICE with -fopenmp -fexceptions

ICEs on ia64-linux with -xc -O2 -fopenmp -fexceptions, as
eh_personality_libfunc
isn't set, yet foo.omp_fn.0 has cfun->uses_eh_lsda.
