Indeed, at the October 2005 meeting of WG21, the resolution for core issue 354 was voted for incorporation into the working paper, and that resolution added the sentence I quoted, see http://www.open-std.org/jtc1/sc22/wg21/docs/cwg_defects.html#354 .
