[Bug c++/29632] [4.0/4.1/4.2 Regression] ICE on invalid code: regenerate_decl_from_template, at cp/pt.c:10969

Confirmed, we stopped ICEing sometime between 3.4.x and 4.0.0.
I am going to mark this as a regression, though I don't know if it should or
not.
The ICE has happened since at least 2.95.3.
