TARGET_PARTIAL_FLAG_REG_STALL and TARGET_USE_INCDEC are totally different.
TARGET_USE_INCDEC favors inc/dec over add/sub while
TARGET_PARTIAL_FLAG_REG_STALL
adds test after shift.
