I tested this with both HEAD (to become 4.2.0) and the 4.0 branch (4.0.3).  It
worked in both cases.  My guess would be that either your arm-thumb-elf-gcc was
built with multilibs disabled, or else the thumb libgcc is missing from its
normal install location, forcing GCC to fall back to the default copy.
